Committee Adds Dates for Energy Future Hearings

September 30, 2009

An all-party legislative committee will hold additional hearings on Saskatchewan's energy future, but the meetings will likely prove testy, with government and Opposition members already sniping at each other.

Saskatchewan Party government MLAs on the Crown and Central Agencies Committee on Tuesday proposed nine more hearing days in January.

Premier Brad Wall - who directed that more hearing dates be added - has said the government will decide by the end of the year whether to proceed with work around a potential nuclear reactor proposed by Bruce Power. Wotherspoon and McMillan said the committee could look at broader issues around nuclear power even if the Bruce Power proposal is rejected.

Hearings will begin next Tuesday and Wednesday at the Legislative Building in Regina before moving to Saskatoon, returning to Regina and then sitting in La Ronge.

MLAs agreed Tuesday that an interim report will be presented to the legislature during the fall sitting that begins Oct. 21.

Hearing dates added Tuesday will see the committee in Lloydminster on Jan. 18, Prince Albert on Jan. 19, Saskatoon on Jan. 20 and 21, Yorkton on Jan. 22, Estevan on Jan. 25 and Regina on Jan. 27, 28 and 29.

Ministry of Environment Regulatory Review: Round 2 Consultation Report

In May and June 2009, the Ministry of Environment held a second round of consultations on the results-based environmental regulation initiative, engaging representatives from a wide range of industry, professional, community and non-governmental groups. The goals of the second round of consultations were to provide an overview of the general direction the ministry is proposing for the implementation of results-based regulation and to generate discussion of the policy directions of proposed amendments to The Environmental Management and Protection Act, 2002, The Environmental Assessment Act and The Forest Resources Management Act.

Greenpeace Protesters Arrested After Invading Oilsands Site

EDMONTON — Twenty-one Greenpeace activists were arrested Wednesday after protesters invaded the Suncor oilsands site in northern Alberta, forcing the company to stop four huge conveyor belts.

The activists reached the site by floating down the Athabasca River, north of Fort McMurray, Alta., early Wednesday morning. One group remained in the boats to unfurl a huge floating banner, while another went ashore and chained themselves to the conveyors.

The 10 members of the team that remained on the river were arrested when they landed their boats around 4 p.m. local time.

Greenpeace spokeswoman Jessica Wilson said the group only stopped to fix one of the vessels. When RCMP and Suncor security approached and told them they were trespassing, Wilson said they got in the boats and tried to leave.

Scientists Find Successful Way To Reduce Bat Deaths At Wind Turbines

CALGARY — Scientists at the University of Calgary have found a way to reduce bat deaths from wind turbines by up to 60 percent without significantly reducing the energy generated from the wind farm. The research, recently published in the Journal of Wildlife Management, demonstrates that slowing turbine blades to near motionless in low-wind periods significantly reduces bat mortality.

"Biologically, this makes sense as bats are more likely to fly when wind speeds are relatively low. When it's really windy, which is when the turbines are reaping the most energy, bats don't like to fly. There is a potential for biology and economics to mesh nicely," says U. of C. biology professor Robert Barclay.

Last year, a groundbreaking Barclay-Baerwald study shed new light about the reasons for bat deaths under wind turbines in the Pincher Creek area. Researchers found that the majority of migratory bats in this southern Alberta location were killed because a sudden drop in air pressure near the blades caused injuries to the bats' lungs known as barotrauma. Although the respiratory systems in birds can withstand such drops, the physiology of bats' lungs does not allow for the sudden change of pressure.

The next step was to find a way to mitigate the deaths. TransAlta, Canada's largest publicly traded provider of renewable energy, initiated a follow-up study at the same site to determine what could be done.

Community Wastewater Details Available Online

REGINA - SaskH2O.ca, the province's go-to website for municipal drinking water safety information, now offers details on local wastewater treatment throughout the province.

In addition to finding out if a community has been issued any warnings about the quality of drinking water, one can also find information on wastewater treatment, such as when the last inspection was conducted, what was the outcome and how to contact the facility operator.

"This website is a unique, one-stop shop for Saskatchewan people to learn about their water," Environment Minister Nancy Heppner said. "Increasing awareness and appreciation of local water issues and the investment that goes into making this resource safe and available is a vital part of protecting and preserving our water supplies."

The information will be of interest to a wide variety of groups, from local residents to businesses, engineers and municipalities. Adding it to SaskH2O.ca is part of the government's commitment to providing transparent reporting on water quality and treatment in Saskatchewan.

The Standing Committee on Crown and Central Agencies would like to advise you of the following upcoming public hearings. The Committee will receive and report on presentations from interested parties and individuals with respect to the growing energy needs of the Province of Saskatchewan. The Committee would like all presentations and submissions to address the following question:

“How should the Government best meet the growing energy needs of the province, in a manner that is safe, reliable, and environmentally-sustainable, while meeting any current and expected Federal Environmental Standards and Regulations, and maintaining a focus on affordability for Saskatchewan residents today and into the future?”

Public Hearing for Cigar Lake Project

The Canadian Nuclear Safety Commission (CNSC) will hold a one-day public hearing to consider Cameco Corporation’s application to amend the Cigar Lake Project Uranium Mine Construction Licence to complete remediation and construction of the Cigar Lake Project. The Cigar Lake Project is located within the Athabasca Basin in northern Saskatchewan. The hearing will take place on November 6, 2009 at the Saskatoon Travelodge Hotel, 106 Circle Drive West in Saskatoon (time t.b.a.).

Cameco seeks authorization to complete the mine remediation and to finalize the construction activities required for the five phases of the project. Cameco also seeks authorization to complete activities related to Shaft number 2 and to continue surface construction.

The public is invited to comment on Cameco’s application. EcoAction Community Funding Program

Since 1995, Environment Canada's EcoAction Community Funding Program has provided financial support to community groups for projects that have measurable, positive impacts on the environment. Funding support can be requested for projects that have an action focus, a community capacity building focus, or a combination of both objectives.

EcoAction encourages project submissions that will protect, rehabilitate or enhance the natural environment, and build the capacity of communities to sustain these activities into the future. Projects require matching funds or in-kind support from other sponsors.

Non-profit groups are eligible to apply to the program. This includes, but is not limited to: community groups, environmental groups, aboriginal groups and First Nations councils, service clubs, associations, and youth and seniors' organizations. Private sector organizations, educational institutions, and municipal, provincial/territorial and federal governments are not eligible applicants, but are encouraged to partner with non-profit organizations.

Youth Eco Internship Program (YEIP)

Through the Youth Eco Internship Program (YEIP), funded by Canada’s Economic Action Plan, the YWCA Canada will be placing 300 diverse, unemployed Canadians aged 15-30 on paid 3, 6 or 9 month internships. Intern and host recruitment has just commenced for both youth and for environmental, community and women’s services organizations across Canada to apply, however, priority will be given to internships having an environmental focus.

The purpose of this program, emerging from the current economic climate, is two-fold: To help young Canadians across the nation enhance skills and gain essential work experience needed to secure future employment, while stimulating the not-for-profit sector through improvements in developing ‘greener’, more sustainable infrastructure in the country.

Engineers Without Borders Workshops for Schools

Engineers Without Borders from the University of Saskatchewan has a program which involves university students volunteering their time to come to your school and do science and humanity based workshops for students in grades 6 to 9. These workshops are about one hour long and involve both a presentation as well as an interactive educational activity. There are three workshops to choose from; Water for the World, Food for Thought and a visit from a returned overseas volunteer. ecoENERGY for Personal Vehicles Funding Opportunity

Have a great idea to improve fuel efficiency? Looking for a contribution to your project? Natural Resources Canada's (NRCan's) ecoENERGY for Personal Vehicles program is launching Round 3 of its funding process. Details about proposal submissions and evaluation criteria are available on the Web at http://www.vehicles.nrcan.gc.ca.

NRCan is soliciting proposals for projects to help Canadian drivers change their behaviours when buying, driving and maintaining their vehicles to reduce fuel consumption and CO2 emissions, the principal greenhouse gas (GHG) linked to climate change. The funding is for all non-governmental organizations, community groups and associations, educational and academic institutions, and provincial/territorial and municipal agencies, just to name a few.

Funding priority will be given to projects that use a multi-faceted approach to address the ecoENERGY for Personal Vehicles program objectives focused on personal vehicles and integrates buying, driving and maintaining behaviours in order to reduce fuel consumption and greenhouse gas emissions. Examples of possible projects include: developing clinics, workshops and campaigns on fuel-efficient driving styles targeted at Canadian light vehicle drivers; building on NRCan's national campaign to encourage Canadians to reduce idling (www.idling.gc.ca); developing outreach activities that will increase the purchase of fuel-efficient vehicles; or encouraging school boards to develop and implement a "no idling" policy with an accompanying awareness and outreach campaign.

The deadline for applications for this funding round is October 15, 2009. Approved projects will start April 1, 2010 and run to March 31, 2011.

The Safe Drinking Water Foundation: Intern Positions

Location: Saskatoon

The Safe Drinking Water Foundation (SDWF) is presently accepting applications for six intern positions funded by the federal program of Youth Eco Internships coordinated by the YMCA and YWCA. They are looking for students who have completed post secondary education who are looking for exciting positions that fit with their beliefs and goals for a sustainable environment and where ALL Canadians have access to truly safe drinking water. There is a strong possibility that these positions will become permanent following successful completion of the internship. Research Scientist, Greenhouse Gas Management and Lifecycle Assessment

Location: Saskatoon

The Saskatchewan Research Council's Environment and Forestry Division is seeking an Environmental Research Scientist to apply scientific and/or engineering expertise to projects related to lifecycle assessment (LCA) modeling and greenhouse gas (GHG) management. The successful candidate will be responsible for designing and conducting research for LCA modeling projects that includes scope identification, data collection and modeling, as well as GHG management projects such as carbon offset project development, inventory and GHG assertion calculation, and verification.
